Junior Assistant

For the Junior Assistant position, applicants must have completed their Senior Secondary examination (12th Pass) from a board recognized by the Government or possess an equivalent qualification. In addition to this, a mandatory computer qualification is required. Candidates must hold one of the following computer certificates or degrees:

  • An "O" or Higher Level Certificate Course conducted by DOEACC, under the Department of Electronics, Government of India.
  • A Certificate Course on computer concepts issued by NIELIT, New Delhi.
  • A Computer Operator & Programming Assistant (COPA) or Data Preparation and Computer Software (DPCS) certificate organized under the National/State Council of Vocational Training Scheme.
  • A Degree, Diploma, or Certificate in Computer Science or Computer Applications from a university established by law in India or an institution recognized by the Government.
  • A Senior Secondary Certificate from a recognized Board of Secondary Education in the country, with Computer Science or Computer Application as one of the subjects.
  • A Diploma in Computer Science & Engineering from a polytechnic institution recognized by the Government.
  • A Rajasthan State Certificate Course in Information Technology (RSCIT) conducted by Vardhaman Mahaveer Open University, Kota, under the control of Rajasthan Knowledge Corporation Limited.
  • Any other equivalent or higher qualification recognized by the Government.

The final decision regarding the equivalence or recognition of any computer qualification will rest with the Rajasthan Staff Selection Board or the Appointing Authority.

Junior Sales Assistant

For the Junior Sales Assistant position, applicants must also have completed their Senior Secondary examination (12th Pass) from a recognized Board or possess an equivalent qualification. Additionally, candidates must have 3 years of experience in Sale Work from a recognized Government Institution or Private firm. The computer qualification requirements are identical to those for the Junior Assistant post, including any of the certificates or degrees listed above.

Similar to the Junior Assistant role, the final decision on the validity of computer qualifications for the Junior Sales Assistant post will be made by the Rajasthan Staff Selection Board or the Appointing Authority.

It is crucial for candidates to possess the requisite educational qualification and experience (if applicable) as of the last date for receiving applications. Failure to meet these criteria will render the candidate ineligible to apply.

Age Limit and Relaxation

The age criteria for applicants are set with a minimum and maximum limit, along with provisions for relaxation for specific categories.

The minimum age for all applicants is 18 years, and the maximum age should be less than 40 years as of the last date of receipt of the application form. However, certain categories are eligible for relaxation in the upper age limit:

  • Male candidates belonging to Scheduled Castes, Scheduled Tribes, Backward Classes, More Backward Classes, and Economically Weaker Sections of Rajasthan State will receive a 5-year relaxation in the upper age limit.
  • Women candidates belonging to the General Category will also receive a 5-year relaxation in the upper age limit.
  • Women candidates belonging to Scheduled Castes, Scheduled Tribes, Backward Classes, More Backward Classes, and Economically Weaker Sections of Rajasthan State will receive a 10-year relaxation in the upper age limit.
  • Specially Abled Persons will be granted a 5-year relaxation in the maximum age limit. This relaxation for differently-abled persons will be in addition to any other age relaxation prescribed in the relevant service rules.
  • For widow and divorcee candidates, there will be no upper age limit. However, at the time of appointment, their age must be less than the superannuation age fixed by RSIC.

It is important to note that the provisions for relaxation in the upper age limit are non-cumulative; candidates can avail the benefit of only one provision. No benefit of relaxation will be granted by combining multiple provisions.

Application Fee and Payment Method

The application fee varies based on the candidate's category, with special provisions for those with lower family incomes.

The application fees are structured as follows:

  • For Unreserved (General) category candidates and those belonging to the creamy layer of Backward Class/More Backward Class from Rajasthan State, the application fee is INR 700/-.
  • For candidates belonging to the non-creamy layer of Backward Class/More Backward Class from Rajasthan State and Economically Weaker Sections (EWS) of Rajasthan State, the fee is INR 525/-.
  • For all Specially Abled Persons and candidates belonging to Scheduled Caste (SC) and Scheduled Tribe (ST) categories from Rajasthan State, the fee is INR 350/-.

Candidates from other States/Union Territories, regardless of their category (SC/ST/BC/MBC/EWS), will be treated as General category candidates and must pay the application fee of INR 700/-.

Additionally, as per a circular dated 02 May 2018, candidates from all categories whose family's annual income is less than INR 2.50 lakh will pay the same fee as Scheduled Caste/Scheduled Tribe candidates, which is INR 350/-. Such candidates must submit an Income Certificate, duly issued by the competent authority, during eligibility verification. Failure to do so will require them to pay the difference in the fee amount as per their original category.

The application fee must be paid online. The online application form is integrated with a payment gateway, allowing candidates to complete the payment process using Debit Cards (RuPay/Visa/MasterCard/Maestro), Credit Cards, Internet Banking, IMPS, Cash Cards, or Mobile Wallets. Candidates should wait for server intimation after submitting payment details and avoid pressing the Back or Refresh button to prevent double payment. A successful transaction will generate an e-receipt, which candidates must print along with their application form. If an e-receipt is not generated, the payment is considered unsuccessful, and candidates should log in again to repeat the payment process.

Selection Process

The selection of candidates for the Junior Assistant and Junior Sales Assistant positions will involve a multi-stage process designed to assess their suitability for the roles.

The selection process will primarily be conducted through a competitive examination. This examination may be organized either online or offline, and the specific details regarding its mode, date, and center will be published on the RSIC website in due course. A merit list will be prepared based on the marks secured by candidates in this examination.

The stages of the selection process are as follows:

The Proficiency Test will assess typing skills in both Hindi and English, along with efficiency tests.
  3. Document Verification: Candidates who are provisionally selected based on their performance in the competitive examination and proficiency test will be required to undergo document verification. They must submit two copies of their detailed application form, along with original documents, self-attested photocopies of all necessary certificates, and a copy of the e-call letter issued for the examination at RSIC. Eligibility will be checked against these documents.
  4. Medical Check-up: After successful document verification and final selection, candidates will need to submit a medical certificate issued by a competent authority, confirming their full fitness and suitability for serving as an employee in RSIC.

The final merit list of qualified candidates will be prepared based on the combined marks obtained in the Written Examination and the Proficiency Test. Horizontal Reservation for Women:

Horizontal reservation for women will be 30% category-wise. This means that women candidates will be adjusted proportionately within their respective categories. As per the Department of Personnel notification dated 13.01.2016, out of the 30% reserved posts for women, 8% are reserved for widows and 2% for divorced women. If sufficient widow candidates are not available, their posts will be filled by divorced women from the same category, and vice-versa. If both are insufficient, the posts will be filled by general women from the same category. If eligible female candidates are unavailable, these reserved vacancies will be filled by male candidates from the respective category and will not be carried forward to the next year.

Reservation for Candidates from Other States:

The benefits of reserved posts for Scheduled Caste, Scheduled Tribe, Backward Class, More Backward Class, and Economically Weaker Section are exclusively admissible to bonafide residents of Rajasthan State. Candidates from other States/Union Territories belonging to these categories will be treated as General category candidates and must apply under the General category, paying the corresponding fee.

As per Supreme Court and Rajasthan High Court judgments (dated 30.08.2018 and 18.09.2018 respectively), a woman from a State other than Rajasthan who becomes a bonafide resident of Rajasthan after marriage will not be eligible for reservation benefits in SC/ST/OBC/MBC categories for public employment in Rajasthan. Such candidates must also apply under the General category.
