Eligibility Criteria and Qualifications

Candidates must meet specific eligibility conditions to apply for the Section Officer posts on deputation. The primary requirements include:

• Current Employment: Applicants must be officers from Central Government, State Government, Autonomous Bodies, or Public Sector Undertakings (PSUs).
• Analogous Post: Candidates should be holding an analogous post on a regular basis in their parent cadre or department.
• Educational Qualification: Possession of any degree from a recognized university is mandatory.
• Computer Knowledge: Working knowledge of computers is essential for this role.

Alternatively, Assistants in Level-6 or Level-7 who possess any degree, have working knowledge of computers, and have completed 5 years of regular service in the grade are also eligible to apply. Departmental officers and deputationists are not eligible for promotion under this scheme.

Age Limit for Applicants

The maximum age for applicants should not exceed 56 years as of the last date for receiving applications.

Salary and Pay Scale

Selected candidates for the Section Officer position will be placed in Pay Level-7, which corresponds to a pay scale of Rs. 44,900 to Rs. 1,42,400. The initial period of deputation will be for one year, extendable based on organizational requirements.

Key Responsibilities of a Section Officer

The Section Officer plays a crucial role in supervising and managing administrative functions, ensuring efficient and rule-based work disposal. Key duties include:

• Supervising staff, distributing work, and maintaining discipline and proper record management.
• Processing administrative matters related to establishment, personnel, recruitment, service, vigilance, RTI, and court cases.
• Scrutinizing receipts, handling routine cases, issuing reminders, and monitoring pendency.
• Examining financial, budgetary, procurement, accounts, and audit matters, including budget estimates and expenditure control.
• Assisting with audit observations, reports, stores, imprest, advances, and physical verification.
• Managing administrative aspects of research programmes/projects, including proposal processing and grant management.
• Drafting official documents such as notes, correspondence, reports, and presentations, ensuring compliance with DoP&T/ICMR instructions.

Applications must be forwarded through the proper channel by their Cadre Controlling Authority. The application package must be complete in all respects and include the following documents:

• Duly filled Application Form.
• Certificates of educational qualifications.
• Experience certificate(s).
• Cadre clearance certificate.
• Annual Performance Appraisal Reports (APARs) for the preceding five years (2020-21, 2021-22, 2022-23, 2023-24 & 2024-25).
• Vigilance Clearance certificate.
• Integrity Certificate.
• No Objection Certificate (NOC).
• List of any major/minor penalties imposed during the last ten years.

The envelope containing the application and supporting documents must be clearly superscribed with "Application for the post of Section Officer (on Deputation) at ICMR Headquarters/Institutes/Centres".
